Abolition of DSTU standards in the cement and concrete sector from 2026: what will change and what standards to switch to

From January 1, 2026, 94 national standards (DSTU) in the field of cement, concrete, their components, and testing methods will be abolished in Ukraine. The decision was approved by Order No. 234 of the State Enterprise “UkrNDNC” dated August 29, 2025, and is part of the harmonization of Ukrainian legislation with EU standards.

Why is this happening:
• elimination of outdated regulatory documents that contradict EU standards;
• implementation of decisions of the Cabinet of Ministers of Ukraine and recommendations of the European Commission;
• preparation of Ukraine for integration into the European market of building materials.

The main groups of standards that have been abolished:

🔹 Cements
Cancelled standards for grouting and cements and methods for testing them.
Transition to: DSTU EN 196, DSTU EN 197-1, EN 14647.

🔹 Concrete mixtures and concretes
Cancelled standards for technical conditions and testing methods.
Transition to: DSTU EN 206, DSTU EN 12350, DSTU EN 12390.

🔹 Components for concrete mixes
Cancelled standards for aggregates, fillers, and chemical admixtures
Transition to: DSTU EN 933, DSTU EN 934, DSTU EN 450-1, DSTU EN 480, DSTU EN 1097, DSTU 1367, DSTU EN 1744, DSTU EN 12620, DSTU EN 13055, DSTU EN 13263, DSTU EN 15161

Who is affected?
The changes directly affect:
• cement and concrete manufacturers;
• construction and development companies;
• testing laboratories;
• design and certification organizations.

The use of canceled DSTU standards after January 1, 2026, creates technical and legal risks.

What to do:
• check which standards are used in the documentation;
• switch to the current DSTU EN standards;
• update testing methods and technical specifications;
• take into account changes in contracts and tenders.

Conclusion: switching to EU standards is a mandatory step for operating in the Ukrainian and European markets after 2026. A complete list of canceled standards is provided in the table below:
